Summary: The poor performance of South Africa's manufacturing sector looms large in the litany of problems bedevilling the economy. Improving Manufacturing Performance in South Africa summarises the findings of the Industrial Strategy Project, a major research project undertaken to investigate and analyse the reasons for South Africa's poor manufacturing performance over the past two decades. It provides a broad strategy to improve this performance. The authors conclude that industrial policy, rather than being a fixed blueprint from government, should enjoy the active involvement of all stakeholders in its formulation and implementation. This report advances some institutional reforms designed to underpin this process.
